Program Manager

Summary:                    

Reporting to the Director, Mental Health and Addiction Services, the Program Manager will ensure the delivery of high quality services, staff orientation and supervision, quality management and performance improvement. The successful candidate will be a role model in an organizational culture that embodies the vision, mission and goals of the organization. Responsibilities include, but are not limited to, the following. The incumbent will fulfill these responsibilities personally and/or through the efforts of other employees. Other duties may be assigned at the discretion of the Director, Mental Health and Addiction Services. 

 

  • Evaluates the performance of clinical staff according to Reconnect policies and procedures, including the annual performance reviews and evaluations;
  • Conducts and documents formal supervision meetings with staff as required;
  • Communicates with the Director, Mental Health and Addiction Services and the Human Resources department;
  • Implement best-practices and evidence-based standards as it applies to the continuum of community- based services in mental health and addictions;
  • Implement quality assurance and improvement measures related to service delivery;
  • Pull diverse and interdisciplinary teams together through shared overall objectives and skills;
  • Review and ensure that performance targets for programs and services are met;
  • Facilitate team development and meetings and individual clinical supervision with staff;
  • Identify training needs and provide opportunities for staff competencies development and professional growth;
  • Engage in community and stakeholder meetings as required;
  • Responsible for the rotation of the on-call coverage of services;
  • Responsible for reviewing and maintaining quality records and documentation on all clients associated with the programs;
  • Responsible for coordinating policies and procedures revisions and development as needed;
  • Resources office regarding performance issues of clinical staff as required;
  • Participates in recruiting and hiring of clinical staff;
  • Ensures that required program records are maintained according to established guidelines and standards;
  • Participates in ongoing professional development as required by this position;
  • Other duties as assigned by the Director, Mental Health and Addiction Services

 

Technical and Behavioral Competencies Required:

  • Minimum five years of experience in a leadership role within a health services environment Experience managing in a unionized work environment an asset
  • Post-Secondary Education in a health care related field
  • Self-directed and independent, but also experienced in working effectively as a member of multi-disciplinary team, which includes internal and external stakeholders;
  • Above average written ability; ability to analyze written reports, complex documents and publications
  • Demonstrate superior ability to supervise, coach, mentor and engage staff
  • Superior ability overseeing the day-to-day operations of assigned programs
  • Ability to manage multiple priorities simultaneously with pressure of changing demands
  • Excellent clinical skills; providing clinical direction to staff together with the ability to proactively identify and problem solve key clinical issues
  • Ability to support performance management and improvement as needed
  • Ability to assume responsibility for defined Human Resource related activities as required
  • Ability to adhere to program budgets and/or constraints as directed
  • A solid understanding of Reconnect’s policies and procedures,
  • Familiar with relevant legislation (e.g., Mental Health Act, Personal Health Information Protection Act (PHIPA), Employment Standards Act, etc.),
  • Effective attention to detail and a high degree of accuracy,
  • High level of integrity, confidentially, and accountability,
  • Sound analytical thinking, planning, prioritization, and execution skills,
  • Excellent communicate skills, both verbal and written,
  • Knowledge of and sensitivity to gender, race, sexual orientation, age and multicultural issues.
  • Applied computer skills (Microsoft Office, Client Information Systems, Web browsing);
  • Valid Driver’s license and access to a personal vehicle is required.

 

Workplace Requirements:

  • Generally employees work a 37.5 hour workweek.
  • Must be willing to work flexible hours including weekends, evenings and statutory holidays as required;
  • Must be willing to participate in an on-call rotation
  • Attendance at special events will be required.
